Calif. rules kept fire helicopters grounded

Amid complaints that firefighting was hampered by a slow airborne response, the Associated Press reports that nearly two dozen water-dropping helicopters and two C-130 cargo planes were grounded for at least a day by "government rules and bureaucracy."
